CEQA Process
The process of environmental review provides opportunities for public input and analysis at specific points, including during scoping (2006) and at the release of the Draft EIR (January 30 –April 15, 2009). The rules regarding the preparation of the Draft EIR, including the public’s ability to participate and comment on the process, are established by the California Environmental Quality Act.
CEQA Schedule
An application for this project was submitted to the CPUC on September 24, 2004.
A Notice of Preparation (NOP) was released on September 29, 2006.
Following the release of the NOP in 2006, a public scoping period was held through November 9, 2006. A scoping report is also available for review.
The Draft EIR was made available for public review and comment on January 30, 2009.

Public Input and Review
The public comment period on the Draft EIR ended April 15, 2009.
Public meetings on the Draft EIR were held:

- Monday, March 2, 2009, 6:30 p.m.: Embassy Suites, 1441 Canyon Del Rey Blvd., Seaside, CA 93955

- Wednesday, March 4, 2009, 6:30 p.m.: Rancho Canada Golf Course, 4860 Carmel Valley Rd., Carmel, CA 93923

Following circulation of the DEIR and incorporation of public comments and responses to comments, a Final Environment Impact Report (FEIR) was published by the CPUC on October 30, 2009, and submitted into the formal record of the CPUC’s Certificate of Public Convenience and Necessity (CPCN) proceeding for CalAm (Proceeding A.04-09-019). The FEIR is being reviewed by a CPUC Administrative Law Judge (ALJ Minkin), who has prepared a Proposed Decision for consideration by the full Commission regarding certification of the EIR, in compliance with the requirements of CEQA (please see http://docs.cpuc.ca.gov/EFILE/PD/ 109549.htm).
The Commission is scheduled to consider the Proposed Decision at its regular business meeting on December 17, 2009.
